Your concern with uneven tire wear and suspension sag from the weight of your toy hauler's 4 slide-outs can be addressed by installing stiffer springs on that one side of the trailer. Based on your information I recommend the Trailair Rota-Flex 5th Wheel Pin Box - Lippert 1621 or 1621HD - 18,000 lbs # LC328330. Since your trailer is at 16,800 GVWR you really do not need to go up to 21,000 unless you just want to. The 18k capacity of this pin box will be enough.

According to Dexter the BrakeRite # T4813102 actuator holds 0.7 quarts of DOT 3 or 4 brake fluid. Do remember this is only for the reservoir on the actuator itself. It does not include the amount of fluid you will need for the brake lines, and calipers or servos. The length and inner diameter of all the brakes lines along with the types of brakes is going to be different from trailer to trailer.
